This guy is trying to clean up prostitution in the City. They did try to arrest this guy once claiming that he was paying these hookers to allow him to film them but I believe they were convinced to drop that one. He certainly wasn't deterred in his course of action. This guy has shown some of his clips on various talk shows so you've probably seen some of his work!
